Australian foreign minister Julie Bishop confirmed the Turnbull govt was speaking to other nations about Russia's actions after it was revealed the Turnbull govt could enlist the help of European and American allies for a mass diplomatic retaliation over Moscow's refusal to accept responsibility for the tragedy.
